The first test of Subhas as an organizer came in December 1921. The Prince of Wales was visiting India. However Gandhiji wanted a complete boycott of this visit. The Prince landed in Bombay on 17 Nov and the whole country had observed Hartal or complete strike. It was also decided to observe Hartal on 24 Dec, the day Prince was supposed to visit Calcutta. Subhas worked tirelessly to make the hartal a success. At the same time he organized a large volunteer force to cater to the emergency needs of people who would be travelling, the needs of sick and others who would have to go to the hospitals etc. Cars were kept to ferry such people with special stickers on them. Government soon got the wind and they declared the volunteer corps as illegal.
